Suggest Treatment For Mental Hallucinations And Impaired Thoughts

I have a daughter 45 yrs old who has been taking drugs including Bath Salts for the last several years. She is now hearing voices and insits she is not crazy but that some one or Gov. agency is neuro monitoring her brain. They cause her pain, depression and fear. She has no control and refuses medical help because she said medicine won t help. She has been hospitalized and they give her medication and after she is discharged she quits the medication. She wants me to help her to get these people to stop coming into her brain. Desperate Mom.. nin Thank you.
