Suggest Treatment For Microcephaly

My 3 1/2 old daughter has microcephaly! No other medical problems, genetics testing shows no disorders, MRI was normal! She is very little & behind developmentally! She does not talk or walk! Should I take her to another state to see if another doctor can help me with her condition?
