Suggest Treatment For Neck Pain And Head Ache

My wife has been experiencing neck pain and headaches over the past 12-18 hours. There has been no relief over this time period and her symptoms seem to be intensifying. She has taken some medication during this time period, allieve and tylenol 3 with codine. Are these symptoms possibly consistent with adult meningitis? What would you suggest as next steps. Thanks you
