Suggest Treatment For Nonunion In 3b Compound Fracture

I had a grade 3b compound fracture in right tibia on 12/12/2010 at Chennai. My case history is enclosed.

Still my fracture is not united and also I have a infection. So I’m in trouble and I have to fasten my union.
I had a consult with 3 separate ortho docs , but each having different treatment plan. I have a confusion to choose my treatment plan.
