I would like to help you . if you could clarify a few things for me, I could help you better.
1) how long have you been diabetic and hypertensive and on medications?
2) what medications are you on and have your been getting regularly checked in order to see if those medicines are keeping you in good control of you sugar and pressure levels?
3) is your kidney function being regularly monitored?( medications taken for your
diabetes and
hypertension can affect your kidneys)
4)are you overweight?
5) the swelling on your legs, do you have it since marriage or after your pregnancies? and do they form a dent when you apply pressure on it?
6) any discolouration or altered sensation on your hands and feet?
7) the pain and stiffness( frozen as you described)on your hands and and shoulder , is it more in the mornings and better during the day?
8) do you have any pain along your neck?
The pain in your arms and shoulder is more likely arthritic or neural.
Arthritis can affect multiple joints and cause pain and swelling and
numbness as a result.
Cervical spondylitis ( narrowing of the space between the spinal bones of the neck that causes nerve compression) can also cause pain and numbness along your arms and fingers.
I recommend X-rays, and ortho consult and blood tests to rule out
rheumatoid arthritis .
If you have breathing difficulty, palpitations, digestion problems,
chest pain, sweating, or even a vague discomfort, you should get checked by your doctor for any heart related issues.
neuropathy due to un controlled diabetes could result in altered sensation and numbness starting on your extremities.
Since your risk for cardiac events is high, it is advisable to have a cardiac consult and follow up every 6 months if asymptomatic , or more frequently if you have relevant symptoms.
However , I feel that your current problem is arthritis or neural and I would suggest an orthopedic and
neurologist opinion.
