Understanding your concern. As per your query you have dapigmented lower lip which is mainly due to hyper pigmentation due to excessive absorption of UV rays of skin. Protect from sun exposure and keep that area covered whenever expose to sun. Its difficult to get demarcating results initially but after a proper follow up you can get rid of it easily. I would suggest you to use creams containing fusidic acid combinations are very effective and apply twice a day. You should use hydro quinone, steroid and retinoid based triple combination cream like skinlite. Take vitamin D3 rich tablet two times a day. Don't let that area dry and keep applying aloe vera gel or petroleum jelly on frequent basis as dry skin is major cause of hyper pigmentation. Drink plenty of water and take diet rich in multivitamins. Consult dermatologist once to check if anything not suiting to your skin.
Hope your concern has been resolved.
