Suggest Treatment For Presence Of Phlegm In Mouth

My father aged 67 years keeps getting phlegm in his mouth from chest continuously without any coughing. Once he spits it out, it comes again. He has a history of TB 11 years back. The x ray shows a cavity in his lungs which doc says is causing this. We have tried 2 consultations and medicines but no relief. He is sleepless at night due to constant production of phlegm in his mouth. He is undergoing hemodialysis twice a week. And had a bypass 9 years go.
