Understanding your concern. As per your query you have rash on lower legs which could be due to bacterial infection of lower leg area and which is leading to folliculitis and due to clogging of sebaceous glands with dead bacteria and sebum as excessive glands are there. Need not to worry. I would suggest you to keep the area clean and maintain proper hygiene and dryness. Wash properly with cold water and apply topical antibacterial cream mucopirin in 2% concentration. Take oral antibiotics as well. Visit dermatologist once and get it examined and start treatment after proper prescription. You can start with prescribed antibiotic course.
Hope your concern has been resolved.
