Suggest Treatment For Recurring Joint Pain With Red Spots On Legs

My girlfriend a 27 year old girl from India is having recurring joint pains in her legs. She has visited several doctors and they found nothing serious and prescribed mostly pain Killers. An Orthopedic doc thought it to be Arthritis, but no blood test could confirm it. However, recently the pain has started again and she says it is intolerable. Today she reports red spots on both of her legs which badly hurts if she touches them. I have no idea where to go, and whom to consult. Please advise
