Suggest Treatment For Recurring Red Itchy Rash On Chest

I have a rash that comes and goes over the last 5 years. It always starts on my chest and in between my breast and is red and itches most of the time. I been to several dermatologist and tries all different kinds of Steroid, Fungal, hydro-cortisone, Lotrisone Steriod creams. Eventually after all the creams, antibiotics, steroid 7day Pack It does get better. But actually never really goes away. Its as if it lays dormant because I can still feel it on my skin but is not red or itching. It does sometime spread but mainly just on my chest. I have had 2 biopsy s that come back as self inflicted, which is because I have scratched them. Any suggestions?
