Suggest Treatment For Red Spot On Thighs

My brother has a red spot on both of his thighs. It is just below the genitles. He said it does not itch, but only once you scratch it or rub it. He also told me that he was wearing tight jeans, the other day. Is there anything else that it could be and how to treat it?
