Suggest Treatment For Severe Leg Pain

I just got out of the ER for the 16th time, I dont have enough to pay for a regular doctor... when I was 18 I had surgery on my tibia with an implanted bar with 5 screws... iv been having a lot of problems with it sometimes I cant even walk... is there a way to get a regular orthopedic doctor without having to pay massave fees?
