Suggest Treatment For Severe Neck Pain

I have massive pain in my neck with morning stiffness. I had an injury over 20 years ago to my neck. I have been told bulged disk, arthritis, herniated disk, etc.... It's been going on for twenty years and in the past two years has just gotten worse. I have tingling down my arms & legs, radiating pain down shoulders often. I have many cognitive issues and my arm and hand all of the sudden on one side of my body will freeze up. Today I noticed pain behind my ear on the side of my neck most of my pain comes from. I also started getting migraines this year. Chiropractic doesn't work, massage helps but only a tiny bit. I live on anti inflams, No one ever seems to be able to help me. Who should I see? What should I do? Why would I all of the sudden get pain behind my ear?
