Suggest Treatment For Shoulder Dislocation

My daughter has Klippel-feil. She has a dislocated shoulder that has been that way for over 5 yrs. She is on medicaid. Dr.s that she is referred to, say they won't see her because thay know nothing about klippel-feil. we need to find an orthopedic doctor that will see her before this gets worse. Can you help
