Dermatologist 's  Response
Hello and welcome to healthcaremagic

He has developed post-inflammatory hyperpigmentation secondary to contact dermatitis to the hair dye

If I was the treating doctor I would suggested him to use a topical moderately potent steroid cream e.g fluticasone propionate (Flutivate cream), twice daily for a few days.

That should take care of the hyperpigmentation.

A broad spectrum sunscreen is advisable throughout the day to prevent further sun induced darkening

An oral Vit C supplement would also hasten the resolution of hyperpigmentation.
