Suggest Treatment For Sunburn On The Arms And Elbows

For the past few months I have had a feeling of sunburn on my elbows and the backs of my upper arms. I have stopped all but necessary medications, which have never bothered me in the past, including vitamins. I tried antihistamines to no avail. Today the sunburn (a visible flushing only on the back of my neck such as niacin would give) is across my upper back also. It feels very warm, but not painful except at my elbows as if they are chapped. I do use lotion freely, but it does not help. What is strange is that when I awake in the morning, I feel much less or no symptoms, but as the morning progresses the symptoms increase. I think I should see either a dermatologist or an allergist. What are your suggestions, please?
