Suggest Treatment For Swelling And Drooping Of Eyes

I have a child (Age 3). His eye starte to swell up and droop a bit... but we thought he was just tired of a rough night sleep last night... But when it started to become red we clearly checked the eye and see that there is a small looking bubble inside on the bottom part of the eye. Should i take him to ER
