Suggest Treatment For Swelling In Ankle

my mom is 73yrs old with previous brain aneurysm surgeries 30 yrs ago. she is oxygen dependent (2liters) and has had a stroke in her spinal column and has no feeling from waist down (on catheter). now experiencing swelling of ankles and feet and has recently had dizziness, confusion, trouble making words at times. any advice on what is going on, she is in a skill nursing facility.
