Suggest Treatment For Swelling Near Spinal Cord And Blood Discharge

Hi, I am 33 year old, I use to get some swelling near the end of spinal cord (just before the butts). and this happens around 2-3 times a year. this swelling then leads to discharge of some fluid with blood and after this it gets healed, also i noticed errection problem since 2-3 years. Please suggest me which doctor should i visit and what type of tests and scanning are required.
