Suggest Treatment For Swollen And Painful Leg

my left leg was broken in the year 1986 though it was fully cured but i had swelling always. now i find there was a icching which spreaded other parts of the leg. the symtom was the dead skin always occur and when the dead skin come out again new dead skin comes. the skin never become normal. please advise me
