Suggest Treatment For Swollen And Painful Legs

My mother is 70 years old and is on high BP medication and has also undergone a knee replacement surgery 5 years back .She has the following complains for whichwe seek your advice on the right specialist doctor to consult: 1. Swelling in both legs.(water retention ). 2.Tingling /numbness in hands and feet.( she is not a diabetic). 3.Pain in arms and shoulders -swelling and not able to move hands 4.Anaemic Can you please advise on the specialist doctor whom we can consult.
