Suggest Treatment For Swollen Hard Line Right Above Eyelashes

Dear Doctors, Around two months ago, i woke up with swollen ,heavy and kind of droopy eyelids (i felt it more in the right eye ). It looks like a swollen hard thin line right above and along the lashes, then few small bumps started to appear and few hairs started to grow out of them . i went to an ophthalmologist and he said that i had a corneal abrasion in both eyes ( more in the right ) and it may be due to eye dryness . i came back after two weeks and he said that the abrasion was heeled and didn t know what caused the swelling. He gave me lubricating eye drops and ciprofloxacin eye ointment and told me to use warm eye compresses . its been a week now, the right eye looks smaller than the left eye and that swollen line is still there so no progress. i think i may be using the ointment wrong ;i am applying it over the swollen area, should i apply it inside the eye instead ? please doctors what is wrong with my eyes ?
