Suggest Treatment For Tightness And Block In Throat

My throat feels very tight and blocked. I m a 40YO woman, average height and weight. I took up running in order to become fitter and healthier 3 months ago, but have struggled to get off the treadmill and into the open air as I get an overwhelming feeling of being watched and judged and then I hyperventilate. I tried running outside again this morning, and hyperventilated, forcing me to come home after just a few minutes. However, 3.5 hours later and I feel like my throat is closing up. What can I do to ease it please? Other than that, I feel fine now. (I have a couple of ideas to tackle the psychological cause of the hyperventilation).
