Suggest Treatment For White Dots On Labia Minora

I am 20 years old. 5 foot 4 and 110 lbs. Ever since I entered puberty if I oberved the ends of my labia minora up close (spreading them out as well) I would notice there were numerous small white dots or bumbs on the labia minora. It looks like they are actually inside the skin. I have had this ever since I have entered puberty and before I was ever sexually active. I asked other female friends and they have this as well. What are these?
