Suggest Treatments For Spastic Cerebral Palsy

Hello Doctor,my cousin is 12 yrs old now and has had spastic cerebral palsy from birth, it was detected at 6 months, and one surgery on his hips was done (I think they inserted rods), but then the child's parents did not keep up with the physio, and his health deteriorated thereafter, and he hasn't gained any weight since. They have been to a number of centers, in Ahmedabad, Delhi and most recently in Vadodara, but due to lack of funds, they have had to stop treatment every time. I'd just like to know what treatment is recommended and the best place for it.
