Swollen Mouth, Gums, Lips, Looks Like Flesh Is Being Eaten Away. Should I See Oral Surgeon Or ENT?

Hi, I am looking for an ENT specialist. My son, that does not live with me, (13years old) has had a problem in his mouth for about 11 months. He has seen doctors in Winston-Salem (NC) area, and they haven't been able to solve the problem. I just became aware of the problem since my son is with me for a short while and I looked at his mouth and throat and determined that this could be an emergency. It looks like the flesh is being eaten away. His mouth, gums and lips are swollen. I need to determine if he needs to see an oral surgen or ENT specialist.

may be it is an allergic reaction

if there is some evidence of malignancy or need surgyry then he will refer to oral surgeon
