I went to the doctor several times for swollen scrotum they told me of cellulitis and treated me with antibiotics and now it is still swollen what small lumps that drain and the fluid turns hard and white in my pubic hair what is wrong penis is swollen as well

Go for antibiotic medicine course.
Apply triple acting cream after proper cleaning.
