circumcision reduces the transmission but generally HIV is transmitted by participating in any sort of unprotected sex(oral, anal, vaginal) that is with out a condom with HIV positive person or by sharing needles with a positive person or by blood transfusion taken from HIV positive person etc....
the above mentioned might be the actual causes in sub saharan africa for the high prevalence.

A large body of research in the United States has shown that rates of breakage, caused by fault in the condom itself, are less than 2 condoms out of every 100 condoms. Studies also indicate that condoms slip off the penis in about 1-5% of acts of vaginal intercourse and slip down (but not off) about 3-13% of the time. data on HIV transmission due to broken condoms can be acessed from WHO site

Hello here are the answers
1. First of all 'circumcised penis ' is not the only variable for HIV spread. There are other factors too , particularly in Africa--the sexual practices , multiple partners, IV drug use migration etc.too are the reasons.
2. I guess there is no stats available reg HIV transmission rate in cases of broken condom incidents
