1.If there is no penetration - there is no chance to get pregnant. (unless medically done )
2.Comming to partial penetration the chances of getting pregnant are always there, one can not say confidently no. As pre cum do contains sperms.
3.Only thing you can do is to get a urine pregnancy test done after a missed period and do needful things done.
4.Suggest to be safe in future to avoid this kind of confusions.
