What Are The Lumps On My Neck?

I have a cease on my neck...I had a check up 2 years ago and the doctor said theres nothing serious on it...but i have another one,,,,,dont know if it is cease or just a lymph node...plus i have phlegm over 2 years a sticky phlegm...i noticed it every time I swallow
