What Are The Purplish Spots On The Penis?

I had sex with my partner last night... nothing was out of the ordinary, but this morning he woke up to little purplish spots on the head of his penis... he states that they are sore, but don't really hurt... there is no discharge, and no pain during urination, so i'm not worried about a sti... is this bruising?
