I have typical cold symptoms with sneezing, stuffy or ruuny nose, sore throat, cough and headache. I thought I had a fever because of the headache, however, my temp. is below normal. I normally run 97.7 but am now running 96.1. Is this a fever, am I contagious?

In human beings the average body temperature is 37.0 °C (98.6 °F), though it varies among individuals. However, no person always has exactly the same temperature at every moment of the day.
In healthy adults, body temperature fluctuates about 0.9 °F throughout the day, with lower temperatures in the morning and higher temperatures in the late afternoon and evening, as the body's needs and activities change.
As your temp is between 96.1 and 97.7 it is lower than the normal limits, there are many conditions which can lead to this. Sepsis and thyroid problems can cause lower body temps.
As you are having typical cold symptoms with sneezing, stuffy or ruuny nose, sore throat, cough and headache, it suggests me that you are having some infection which is leading to all these problems.
