What Can Cause Corn On The Heels?

My daughter has a corn on the heel of her foot that has formed a scab. There is now a faint red line going up her instep away from her corn that she says itches and it did not appear until she started scratching it. She does not have a fever and otherwise feels fine. Could this be a sign of infection and how urgently should we get this looked at?
