What Can Cause High Blood Pressure With Irregular Heartbeat And Tingling In Head And Neck?

I have a slight irregular heartbeat, my head and neck are tingling (skin sensation) and my blood pressure according to home automatic bp meter is approx 175/111 for the past hour. Should I seek emergency room treatment? all symptoms are slight but obvious.
