You are describing signs suggestive of liver failure. I would encourage your husband to visit an emergency room immediately for further evaluation. Abdominal swelling is likely caused by ascites, which is fluid buildup behind a failing liver. This fluid buildup can also cause leg swelling, called edema. His history of Hepatitis C and alcohol use mean his liver may be seriously compromised. Liver failure can result in death. It is important for your husband's health that he seek medical attention, as there are treatments available for liver failure, one of which is a prescription diuretic to decrease the amount of fluid building up in his abdomen and legs.
I hope this helps.
