What Caused A Bright Red Ring At The Base Of My Neck?

I have developed a bright red ring at the base of my neck. A little swollen, no pain or itching, inside throat is fine. no allergies to jewelry, etc...I've heard of some disease referring to "necktie"...but I have no idea! please give me some direction. Thanks! KB
