What Caused Discoloration On Stomach Area?

Discoloration on stomach area
I am 17 years old. I am hmong. 4'11 and around 125 lbs. I don't quite remember when I started seeing a change of my stomach, but it Waa probably the time of 2008 in the summer in California . I'm thinking that it may be due to Sun exposure ? Anyhow, on my stomach there are patches of small light Brown. when I scratch it, flakes will come off. sometimes it's not always in the same area, but it does appear and reappear. can you tell me what this is? should I be concerned? how do I get rid of the spots?

Well come to HCM
This could be dry eczematous condition and if I would be treating doctor then I would treat this case with moisturizing agent and steroid and the best option would be "lactic acid, urea, paraffin, and Mometasone cream, try this, hope this helps.
