What Causes A Bright Red Ball On The Head?

My question is I have a friend that her son was born with a bright red ball on his head that looks bumpy nd sometimes moist and they said the doctor said it was connected blood vessels but nows he's one nd a half and it jus keeps growing as he grows, what is it or what could it be?
