What Causes A Lump On The Penis Shaft?

Dear Sir/Madam I am 22 years old. A few weeks ago I noticed a large lump (about 8mm in diameter) had suddenly appeared on the shaft of my penis. I tried squeezing it as I thought it may be a spot, but no liquid came out. I then decided to leave it for a few weeks. 2-3 weeks have past and it remains the same size. It is red in colour and when I put pressure beneath it, it turns white. It feels like a solid grain of rice. I don t think it is a Lymphocele because it is constantly there and there is no yellow colour to suggest it being a cyst. Help would be much appreciated
