What Causes A Soft Line On The Penis Neck?

Last night, I had sex with my girlfriend. I did not use condom. She sucked sometime normally and we had sex. 2 times I had cum but last 3rd time we sex around 15 minutes but I was unable to cum. Then, I stopped. Today morning, while I took shower, I found that half circle of my penis neck, there was a soft line look like the cell is full of something and bit like swallowing. There is not any pain but it’s like something is inside the cell. It’s in half circle of my penis neck. What is this, please I would like to know. Thank you
