What Causes A Tender Lump On The Shoulder And Tingling Fingers?

My daughter watched a bump develop on her shoulder with in a short amount of time. She says it is tender and is causing tingling on her fingers. It is above a tattoo she got a month ago. The tattoo looks fine and is all healed up. Could it be possible for her to have blood poisoning? There is no red line . Area feels warm but not hot.
