What Causes Abdominal Cramps Before Menstrual Periods?

My 14 year old daughter has been having bad cramps for months, she hasn't started bleeding but the cramping is becoming more frequent and more intense. I don't know if this normal before she begins her menstrual cycle or there is an underlying problem and needs to be seen.
