Welcome to HCM. I had gone through your question and understand your concerns.
Have you done any hormonal test? If so share with us.
From what you have shared with us if your testes are small and you are having breast development, your testes might be producing less male hormones in body. Please have yourselves evaluated by an endocrinologist. If I were your treating physician I would have done a sex hormone tests (LH, FSH and testosterone) initially and plan my action based on that. There is treatment for this and you should consult a doctor immediately.
Hope I have answered your question. If you have any further questions I will be happy to help.
