What Causes An Itchy Skin Tag Beside The Clitoris?

hi im a 21 yr old and i have noticed this small skin type little thing on the right side of my clitoris and i never know what it is and it never bothered me but lately its been itching and i started feeling burning when i pee so i have no clue what it is?should i be concerned?
