What Causes Ankle Swelling?

My ankles have been swelling a lot, especially at night. I am on Bumex 1mg, my Doctor doubled this along with potassium10 meq x 2 daily. Obviously this is not working. I bend my tight ankles, and white banding is around my ankles. I have had two heart attacks, I am 60 years old.
