What Causes Arms, Hands And Face Swelling With Some Bruising?

My mother in law is a diabetic and does dialysis three times a week plus has congestive heart failure. Her arms, hands and face started swelling. A large bruise showed up on her arm a few days ago and now just yesterday two white places are in the bruise on her arm. We thought that is may be her port causing some of this she is getting it checked tomorrow at the hopsital. What might cause this problem?
