What Causes Black Spots Around The Penile Shaft In A Child?

I have a 6 year old son and he was complaining that his penis was kinda sore when peeing. So when I looked down i saw a black spot on his penis. As i looked closer I noticed that it almost looks like 5 or 6 black spots in different areas around the shaft growing through his skin.? Any ideal?
