What Causes Bleeding Spot On Neck?

Hi, I seem to have these spot on my neck in the hairline. I have had them for years now. They are often hard, caught up in the hair and sometimes bleed, or are full of pus. They are not always there, they often go away and I have some respite, but they soon return. On recommendation of a pharmacist, I ve been using hibi scrub to alleviate the symptoms, but that s all it does, and only for a time.
