What Causes Blisters And Yellow Colored Pus Under Skin?

Hi! My daughter has dermatitis on her hands we have seen a doctor already who prescribed HC 1% powder in glacial base and it s not helping at all. She has blisters and yellow puss underneath and is very warm to touch, very itchy and she says it s painful. Wondering if maybe she has an infection. She hasn t had a fever yet thankfully.
