What Causes Blisters In My With Chronic Redness?

I have had blood-shot eyes for about 3 months now, at first thinking it was a cat alergy, I saw my eye-doctor some time ago and he gave me steriods drops which did not cure the problem. I noticed today that I have a couple of small clear blisters on my eye-ball... Is this of immediate concern? Any ideas of my diagnoses?

it appears to be allergy. should take levocetrizine tablet 5mg and apply ,cromal eye drop. since you have already used steroid you may have a second review by eye doctor.
